What's wrong with this picture?

Well, I'm guessing it's missing one. That conclusion is based on the fact that this package features an otherwise empty yellow dot with the word PHOTO printed inside.

This item was originally $2.00. I found it on a clearance end-cap with other lead-laden, choking hazards produced in Hong Kong and imported to the USA for inclusion in Easter baskets. It was marked down 50%.

I suppose the meager price-point meant that it wouldn't have been cost-effective to go back and reprint the package with an actual PHOTO.

Then again, maybe they just couldn't get a good shot of the product being used. When you think about it, it's probably not easy to get lead-infused bubbles to float.
